About this project

The Town of Erie's Neighborhood Speed Management Program (NSMP) lets residents apply for traffic calming on their street. The Town collects speed and volume data, checks it against the program's criteria, holds a neighborhood meeting, runs an online vote on the options, then designs and builds the chosen measures and monitors the result for a year.

Alpine Drive (west of Hamilton Road) and Primrose Lane are the first Vista Ridge corridor selected. The Town's counts on Alpine Drive in January 2026 found about 1,500 vehicles a day, above the program's 500-per-day minimum and the 1,000-per-day standard for a local street, while measured speeds stayed below the program's 30 mph (85th percentile) speed criterion. The corridor therefore qualified on volume.

The two options residents voted on

  • Option 1: speed cushions at several points on Alpine Drive and Primrose Lane.
  • Option 2: speed cushions and intersection changes, including a right-in/right-out design at Primrose Lane and Mountain View Boulevard and restricted access to westbound Alpine Drive from the Hamilton Road / County Road 4 / County Road 5 intersection.

Town staff reported to Council on September 1, 2026 that about 90% of the households that voted chose Option 1, and recommended proceeding with the speed cushions, monitoring the result, and revisiting if needed. The exhibits, the presentation and the program documents are posted below.

Timeline (newest first)

  • October 2026 (expected): The Town plans to install the five speed bumps in the coming weeks.
  • Late Sep 2026: "SB" locator markings were painted on the road where the Town plans to install five speed bumps on Alpine Drive and Primrose Lane, from the mailbox area at Hamilton Road to the connection with Mountain View Boulevard (seen by residents).
  • Earlier timeline (per the Town, Jul–Sep 2026): design (2–3 months), then construction (about 2 months, weather permitting), with the project scheduled for 2027. The October installation is sooner than this; this page will be updated when the Town confirms the schedule.
  • Sep 22, 2026: Twelve residents spoke on the project during public comment at the Council's regular meeting, most against closing Hamilton Road, some for testing or closing it. Council did not deliberate; the Mayor said he would let staff carry out the plan, and that a Council majority can request an agenda item.
  • Sep 1, 2026: Council study session. Staff recommended Option 1 and reported a new seven-day count and turning-movement counts at Primrose Lane and Mountain View Boulevard were underway. Staff, the Public Works Director and the Police Chief spoke against closing Hamilton Road, citing emergency response. No direction was given (study sessions cannot give direction).
  • Jul 28, 2026: Residents addressed Town Council during public comment, including a proposal to close or restrict the Hamilton Road entry.
  • Jul 24 – Aug 21, 2026: Online vote, one per household, for Alpine, Primrose, Crestview and residents east of Hamilton/CR 5.
  • Jul 9, 2026: NSMP community meeting at the Vista Ridge Community Center presented the data, the traffic-calming toolbox and the two options.
  • Jan 14–15, 2026: The Town counted traffic and speeds on Alpine Drive over two weekdays (2,995 vehicles in 48 hours).
  • Jun 10, 2025: Town Council adopted the NSMP (Resolution 25-082); the program website and resident application opened.
  • Apr 16, 2024: Information briefing to Town Council: the NSMP policy document and a peer review summary.
  • Oct 5, 2022: NSMP overview presented to the Town's Planning Commission.
